Mr. K. Skandan belonged to the 1982 batch of Indian Administrative Service (I.A.S.) borne on Tamil Nadu Cadre. He retired in the Apex Scale of the service as Additional Chief Secretary of the State Government. He has vast and varied administrative experience of more than 3 decades in both the State Government as well as the Government of India. He has been accredited to act as an International Commercial Arbitrator / Neutral in cross-border commercial conflicts.
